A commission on National Education was appointed in December 1958. Several educationists and Experts from different fields of Education were members of this commission. The main task before the commission was to re-organize and re-orientate the then-existing educational system. The commission felt the dire need for a separate and independent stage for secondary education. According to the recommendations and decisions of the commission, the University of Peshawar was freed from the tremendous responsibilities of secondary education. Thus the Board of Intermediate & Secondary Education came into existence in 1961. Since then the BISE Peshawar has been conducting exams and Academic Programs on the Secondary and Intermediate levels. At that time, the area of Peshawar Board comprised the whole of Khyber Pakhtunkhwa and its tribal areas.
The number of Educational institutions as well as the students was increasing day by day. The BISE Peshawar arranged sub-offices at Divisional levels at Mardan, Swat, Kohat, Bannu, and D.I. Khan.
